Burkina Faso: Upsurge in Atrocities by Islamist Armed Groups

Summary

Human Rights Watch has reported an upsurge in atrocities committed by Islamist armed groups in Burkina Faso since late 2022. These groups have killed civilians, looted and burned property, and forced thousands to flee. They have also besieged several towns, cutting off residents from basic necessities and humanitarian aid. The transitional military government of Burkina Faso announced a general mobilization in April 2023 to recapture territory lost to these armed groups.

Background

Since 2015, Burkina Faso has been battling an Islamist insurgency spreading from neighboring Mali. The militant groups, including the Al-Qaeda linked Jama’at Nasr al-Islam wal Muslimin (Group for the Support of Islam and Muslims) and the Islamic State in the Greater Sahara, now control up to 40 percent of the country’s territory. The Atrocities

Human Rights Watch conducted interviews with 36 people who have witnessed or experienced the atrocities committed by Islamist armed groups. The armed groups have targeted villages and towns, selectively punishing civilians perceived to be collaborating with government authorities and security forces.

In one account, a resident of Dassa described how Islamist fighters killed 12 men on January 26 in retaliation for militia recruitment in the area. Witnesses have reported that the assailants identify themselves as members of Islamist armed groups through their methods of attack, targets, and clothing.

Displacement as a Strategy

Displacement has become a strategic tactic employed by the Islamist armed groups to exert power and authority. They have used it as a means to collectively punish villagers and townspeople, as well as to isolate and cut off communities from vital resources, such as food and humanitarian aid. The military authorities have relied on local militias, known as Volunteers for the Defense of the Homeland (VDPs), to counter the attacks. However, these militias have also become targets of the armed groups, leading to further violence and displacement.

The Response

The Burkinabè military authorities and pro-government militias have also been implicated in serious human rights abuses during operations against the Islamist armed groups. Both sides have violated the laws of war by attacking civilians, carrying out summary executions, and perpetrating acts of collective punishment, looting, and arson. These actions constitute war crimes under international law.

The situation in Burkina Faso has prompted a response from the African Commission on Human and Peoples’ Rights, which condemned the attacks and called for impartial investigations and prosecutions. However, the international community must do more to address the crisis and provide better protection and assistance for the civilians at risk.
