International Humanitarian Law Violated by Destruction of Kakhovka Dam

The destruction of Kakhovka Dam in the southern part of Ukraine‘s occupied territory by Russia is a catastrophe that endangers the lives of civilians and poses a significant threat to the environment. Marie Struthers, Regional Director, Eastern Europe and Central Asia, has called for the international community to unite to bring those responsible to justice.

The destruction of Kakhovka Dam is a significant humanitarian disaster that will impact millions of people living within range of the floodwaters. The downstream cities and villages will go under water, creating an open floodgate for catastrophic human and environmental disasters.

It is crucial to prioritize the evacuation and safety of civilians affected by the dam’s destruction while taking steps to minimize its other consequences. The authorities on all sides must work together to prevent the loss of innocent lives while simultaneously conducting an independent and impartial investigation into the cause of the disaster.

Consequences of the Dam’s destruction

The destruction of Kakhovka Dam will flood enormous territories downstream while also cutting off the upstream population’s safe water supply, including in major cities like Zaporizhzhia, which relies on Dnipro’s water for critical maintenance.

Moreover, the destruction of the dam may have catastrophic effects on the Zaporizhzhia nuclear plant, which is also under Russian control. The plant relies heavily on Dnipro’s water for cooling, and without it, there may be a nuclear disaster.

Call for Justice

Amnesty International has been documenting war crimes and violations of international humanitarian law since the beginning of Russia’s full-scale invasion of Ukraine. The organization has called for prompt, independent, and impartial investigations into the destruction of Kakhova Dam. Furthermore, Amnesty International has called for all those suspected of responsibility for aggression, war crimes, and other crimes under international law to be brought to justice in fair trials and victims and survivors to receive full reparation.
