Sudan: Tackling Spiraling Violence in West Darfur
Introduction
The United Nations Security Council and other international bodies are being urged to take immediate action to protect civilians and provide assistance to affected communities in Sudan’s Darfur region. Human Rights Watch has reported that since April 2023, the Rapid Support Forces (RSF) and allied Arab militias have been carrying out attacks on non-Arab communities in West Darfur. These attacks have resulted in a significant number of deaths, displacement of communities, and the destruction of critical civilian infrastructure. The international community must respond swiftly and effectively to prevent further atrocities and hold those responsible accountable.
The Situation in West Darfur
According to the Sudanese doctors’ union, over 1,100 people have been killed in the West Darfur capital of El Geneina alone since mid-April. The attacks by the RSF and Arab militias have targeted ethnic Massalit self-defense militias, resulting in the mass displacement of non-Arab communities. These attacks have been accompanied by widespread looting, arson, and the destruction of vital infrastructure, including hospitals and internally displaced camps.
Furthermore, local leaders and human rights defenders have been targeted and killed by the assailants. The Sudanese Armed Forces, instead of protecting non-Arab communities, have retreated to their barracks, leaving civilians vulnerable to these attacks.
The humanitarian situation in West Darfur is dire, with nearly 2 million people displaced in Sudan since the conflict began in April. Within West Darfur alone, over 280,000 people have been displaced, and an additional 150,000 have fled to Chad. This displacement exacerbates an already high level of food insecurity in the region.
The International Response
Human Rights Watch has criticized the international community for its inaction and failure to protect civilians in Darfur. Despite visible warning signs of escalating violence since 2019, the Security Council and other international bodies have taken no significant measures to address the situation.
To address this crisis, the UN Security Council should closely monitor the situation in Darfur and publicly condemn the most serious violations. Identifying and holding accountable those responsible for the violence is crucial. Targeted sanctions should be imposed on military commanders and militia leaders involved in human rights abuses. Individual governments, as well as the European Union and the African Union, should also take similar measures.
Protecting Civilians and Ensuring Accountability
It is essential for the UN and regional bodies to explore options for increasing civilian protection in Darfur. This could include the deployment of peacekeeping forces, providing safe havens for civilians, and ensuring humanitarian access. Civil society groups from Darfur should be included in discussions on strategies and solutions.
The African Union Peace and Security Council, as well as the Intergovernmental Authority on Development in East Africa (IGAD), should take immediate steps to strengthen civilian protection and provide humanitarian assistance. Their failure to intervene effectively has left Darfuri communities vulnerable and ignored.
Meaningful accountability for the perpetrators of these atrocities is vital. The establishment of an independent mechanism to investigate and document human rights abuses is necessary. The international community must work together to ensure that those responsible for the violence are brought to justice.

The situation in West Darfur is alarming, with heightened violence, mass displacement, and destruction of vital infrastructure. The international community’s failure to adequately respond and protect civilians has allowed the situation to escalate.
