Russia‘s Increasingly Vicious Tactics Against Anti-War Activists
The Repressive Crackdown
The Russian authorities are employing increasingly vicious tactics to suppress anti-war activists within their borders. These tactics have been brought to light in a publication by Amnesty International, which exposes the repressive laws and practices used by Russia to silence dissent. Over 20,000 individuals have already been heavily targeted and subjected to reprisals.
Oleg Kozlovsky, Amnesty International’s Russia Researcher, emphasizes that repression in Russia runs deep, with a complex and extensive range of tactics being weaponized to silence anti-war dissent. Peaceful protesters against the war in Ukraine and those who share critical information about the Russian armed forces face severe criminal, administrative, and other sanctions. The introduction of absurd laws criminalizing the expression of views has further escalated the crackdown.
Flawed Criminal Justice System
The Russian authorities frequently use administrative proceedings to target anti-war protesters, as these proceedings lack fair trial safeguards. Judges often dismiss compelling defense evidence and rely solely on police reports, which are sometimes manifestly false, to find protesters in violation of public assembly regulations or committing absurd “discreditation” offenses. As a result, heavy fines or administrative detention are imposed on those targeted. In 2022, over 21,000 individuals in Russia were penalized for such offenses, with 2,307 being subjected to administrative detention and the rest facing heavy fines. These penalties were primarily imposed on individuals participating in peaceful anti-war street protests or criticizing the war online.
Since the beginning of Russia‘s full-scale invasion of Ukraine, laws such as “dissemination of knowingly false information about the use of the Armed Forces” and “repeated discreditation of the Armed Forces or state bodies” have been introduced. These laws have led to over 150 individuals facing criminal proceedings, with many already convicted and sentenced to lengthy prison terms. The charges carry potential prison sentences of up to 15 years and seven years, respectively. Among those affected is amateur radio broadcaster Vladimir Rumyantsev from Vologda, who received a three-year prison sentence for broadcasting reports about the war by independent media and bloggers that have been banned by the authorities. Amnesty International considers Rumyantsev a prisoner of conscience, as he has been convicted solely for exercising his right to freedom of expression and calls for his immediate and unconditional release.
Harassment and Coercion
In addition to heavy-handed legal measures, the Russian authorities have also deployed a range of tactics to harass, pressure, and intimidate critics. These tactics include arbitrary dismissals, cancellation of concerts and public events involving those who oppose the war, and coerced apologies on video. Amnesty International has noted an increasing trend of labeling well-known figures as “foreign agents” merely for publicly criticizing the war. Such designations often result in severe restrictions on personal and professional activities, loss of employment, and the stigma of being branded a spy or a traitor.

To begin with, diplomatic channels should be utilized to raise these cases with the Russian authorities. The world’s democratic nations should make it clear that they will not stand by while human rights are trampled upon. Furthermore, support for persecuted activists, both within Russia and abroad, should be provided. This includes attending court hearings, ensuring fair and effective asylum procedures, and offering assistance to those seeking refuge from repression.
International mechanisms for addressing human rights violations should also be strengthened. Governments, intergovernmental organizations, and civil society must work together to create frameworks that hold accountable those who violate human rights. This can include establishing independent investigative bodies or increasing the power and reach of existing human rights organizations.
In conclusion, the situation in Russia requires urgent attention. The repressive tactics employed by the Russian authorities to silence anti-war dissent are deeply concerning and must be addressed.
