US at Helm of Security Council amid Rising Global Crises

This week, United States Ambassador to the United Nations Linda Thomas-Greenfield assumes the presidency of the UN Security Council. The ambassador’s agenda for August includes a “focus” on human rights. Human rights undoubtedly deserve to be on the council agenda, as does catastrophic conflict-induced food insecurity, which the US ambassador has made her signature issue. But tackling both issues effectively will require engaging more actively on crises including in Syria, Sudan, and Haiti where the council has done far too little.

Engaging More Actively on Sudan

In Sudan, the Security Council has been woefully absent in addressing the ongoing crises. The UN has reported on mass graves in Darfur, parties to the armed conflict have committed war crimes, and almost four million people have been forcibly displaced. Two years ago, UN peacekeepers were withdrawn from the country over the forceful objections of civil society, including Human Rights Watch.

The Security Council must deepen its engagement and steer the UN’s response to the changing circumstances. It should request a report from the UN Secretary-General with options on how the UN, including the special political mission authorized by the Security Council, could better protect civilians in Sudan. Urgent action is necessary to prevent further carnage and suffering in the country.

Addressing the Crisis in Haiti

A similar report is already being prepared for the crisis in Haiti, which is experiencing escalating human rights abuses, mass killings, sexual violence, and kidnappings, alongside widespread food insecurity. The ambassador has announced that the United States is willing to introduce a resolution on a Kenya-led multinational force to combat violence by criminal groups, as requested by the government of Haiti.

The Security Council must take decisive action to address the humanitarian crisis in Haiti. Lives are at stake, and inaction will only lead to further atrocities. Concrete measures, in collaboration with international forces, should be implemented to protect the civilian population and provide vital assistance to those in need.

Renewing Cross-Border Aid in Syria

The Security Council failed to renew its authorization to use vital cross-border aid corridors for the delivery of lifesaving humanitarian assistance in Syria. Shortly thereafter, the Syrian government issued a letter stating that it would allow the crossing to be used under certain conditions. Negotiations are ongoing to ensure aid organizations have access without being subject to the whims of the Syrian government.

As the US assumes the presidency of the Security Council, it must prioritize the renewal of cross-border aid in Syria. Humanitarian assistance is crucial for the vulnerable civilian population, and failure to act could lead to more suffering and loss of life. The US must work with other council members to find a resolution that enables aid organizations to operate effectively, independent of political influences.

The United States’ leadership in the Security Council comes at a critical time when the world is grappling with numerous challenges. The council’s inaction on crises in Sudan, Syria, and Haiti has allowed for ongoing human rights abuses and suffering. It is imperative for the US, as the current president, to lead the council in taking concrete actions to address these crises.

The protection of human rights should be at the forefront of the council’s agenda. The US ambassador’s focus on human rights is commendable, but it must go beyond rhetoric. It requires substantive engagement and decisive measures to protect civilians and hold perpetrators of war crimes accountable.

Furthermore, the council’s response to conflict-induced food insecurity must be swift and comprehensive. Millions of people are facing famine and starvation due to ongoing conflicts, and the council has a responsibility to ensure the delivery of essential aid to those in need.

The US has an opportunity to leverage its position as president of the Security Council to galvanize international support and action. Collaborating with other member states, the US can push for resolutions and initiatives that address the root causes of these crises, promote peace and stability, and ensure the protection of human rights.

Advice

To effectively address global crises, the US should prioritize diplomacy, multilateralism, and cooperation. Building consensus among Security Council members is essential for taking meaningful action. The US should engage in constructive dialogue, actively listen to perspectives from other countries, and work towards finding common ground for collective decision-making.

As the president of the Security Council, the US should also take the lead in engaging with civil society organizations, human rights advocates, and stakeholders on the ground. Their insights and expertise can provide valuable guidance in formulating effective responses to the crises at hand.

Additionally, the US should work towards strengthening the role of the Security Council in conflict prevention and resolution. It should use its position to push for diplomatic negotiations, peace agreements, and support for transitional justice processes. By investing in long-term solutions, the Security Council can help prevent future crises and contribute to sustainable peace and development.

The world is looking to the US for leadership in these uncertain times. The choices made by the Security Council under the US presidency will have significant repercussions on global security, human rights, and the lives of millions of people. It is a responsibility that should not be taken lightly, and urgent action is needed to alleviate the suffering and address the root causes of these crises.
