Sudan: New Attacks in Darfur
US Should Press for Concrete Actions During UN Security Council Presidency

In late July 2023, satellite data revealed massive fire destruction in the town of Sirba in Sudan‘s West Darfur state, marking the seventh village or town to be nearly destroyed or burned to the ground in the region since April. The United States, as it assumes the presidency of the UN Security Council for August, has a unique opportunity to take decisive action and demonstrate the council’s commitment to protecting civilians in Darfur and across Sudan.
Ongoing Atrocities in Darfur
Since April, conflict has escalated in West Darfur state, resulting in deliberate attacks on civilians, most notably by the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) targeting the ethnic Massalit population. The town of Misterei and the regional capital, El Geneina, have witnessed large-scale attacks, with violence subsiding only after the Massalit population was driven out. However, attacks on other towns and villages in the state have continued unabated.
The recent satellite data highlights the severity of the situation, with the town of Sirba being the latest victim of the ongoing violence. The Darfur Bar Association reported that the attacks in Sirba started on July 24, resulting in the killing of at least 200 people and the looting and burning of homes. This brings the total number of towns and villages burned in West Darfur state to seven since April. The destruction has forced thousands of civilians to flee for their lives.
Failure of the Security Council
Despite the inclusion of Darfur on the Security Council’s agenda, little action has been taken to address the escalating crisis. Some council members have prioritized regional and bilateral ceasefire efforts, which have proven ineffective in curbing the violence. The United States, in its role as the current president of the Security Council, must prioritize the situation in Sudan and ensure robust measures are taken to protect civilians.
Concrete Actions for the United States
The United States must lead the Security Council in taking concrete actions to address the ongoing atrocities in Darfur. The following steps should be considered:
1. Imposition of Targeted Sanctions
The Security Council should impose targeted sanctions against those responsible for ongoing abuses in Darfur, including the RSF forces and allied Arab militia. These sanctions should serve as a deterrent and send a strong message that the international community will not tolerate violence against civilians.
2. Support for the International Criminal Court
The Security Council members should actively support the International Criminal Court’s investigation into the recent atrocities in Darfur. This support will demonstrate the council’s commitment to holding perpetrators accountable for their actions.
3. Enhanced Civilian Protection
Given the council’s responsibility for the premature withdrawal of peacekeeping forces from Darfur in late 2020, it should consider ramping up civilian protection measures in the region. The council should task the UN secretary-general with assessing the options for the existing UN mission in Sudan, UNITAMS, to better protect civilians and propose additional measures if necessary.
4. Inclusion of Darfur Survivors and Community Members
The Security Council should invite Darfur survivors and community members who have been directly affected by the violence to participate in its discussions. Their voices and perspectives must be heard, as they are the ones who have been disproportionately impacted by the conflict.

The recent attacks in Darfur underscore the urgent need for swift international action to protect civilians and hold perpetrators accountable. The United States, as the current president of the Security Council, has a critical role to play in ensuring that concrete measures are taken. Reach out to elected officials and policymakers to express concern about the situation in Darfur and urge them to take action. Encourage governments to prioritize the crisis in diplomatic discussions and to work towards a peaceful resolution.
4. Engage in Peacebuilding Initiatives
Support or participate in peacebuilding initiatives that aim to promote dialogue and reconciliation among different ethnic and political groups in Darfur. By fostering understanding and cooperation, these initiatives can contribute to long-term stability in the region.
The conflict in Darfur demands immediate attention and action. By mobilizing collective efforts, both at the international and individual levels, we can work towards ending the violence and ensuring a safe and secure future for the people of Darfur.
