Presidential Candidate Killed in Ecuador: Investigate Killing; Address Surge in Violence

The Tragic Event

On August 9, 2023, Ecuadorian presidential candidate Fernando Villavicencio was shot and killed as he was leaving a campaign event in the capital city of Quito. Villavicencio, a journalist and former legislator, had a reputation for exposing corruption, human rights violations, and abuses by organized crime. The killing of Villavicencio is not only a devastating blow to Ecuador‘s democracy but also serves as a stark reminder of the escalating violence crisis that the country is facing.

A Surge in Violence

Ecuador has been experiencing a surge in violence in recent years, with the homicide rate rising from 13.7 to over 25 per 100,000 between 2021 and 2022. This rate is the highest in Ecuador‘s history and significantly higher than the global average of 6 per 100,000. The violence has been fueled by the activities of two large gangs, the Choneros and the Lobos, who have formed alliances with drug traffickers from Colombia, Mexico, and Albania. These gangs are engaged in a brutal battle for territorial control, resulting in increased acts of violence, including decapitations, dismemberments, and targeted killings of judges, prosecutors, journalists, and political candidates.

A Wake-Up Call for Ecuador‘s Democracy

The killing of Fernando Villavicencio should serve as a wake-up call for Ecuador‘s democracy and a call to action for the government and society as a whole. The rise of organized crime poses a significant threat not only to the safety and security of Ecuadorians but also to the stability of democratic institutions. Urgent and effective security policies are needed to protect the lives of Ecuadorians and safeguard their democratic rights.

Addressing the Root Causes of Criminality

To effectively address the surge in violence and dismantle organized crime groups, the Ecuadorian government should focus on implementing rights-respecting security and justice policies. It is crucial to tackle the root causes of criminality, including high levels of poverty and social exclusion. By investing in poverty reduction programs and promoting social inclusion, the government can mitigate the factors that contribute to the growth of organized crime.

Strategic Criminal Prosecutions and Alternative Approaches to Drug Policy

In addition to addressing the socioeconomic factors, it is essential for the authorities to strategically prosecute violent abuses committed by senior gang members or chronic abusers. By severing their networks of finance, political support, and weapons supply, the government can weaken the power of organized crime groups. Furthermore, alternative approaches to drug policy should be considered to reduce the profitability of the illegal drug trade, which fuels the activities of these criminal organizations.

A Failed Response to the Violence

President Guillermo Lasso’s response to the surge in violence has been marked by localized states of emergencies, which have resulted in the suspension of constitutional rights. However, these emergency measures have proven ineffective in making Ecuadorians safer. The government must develop a coherent and legitimate security policy that not only protects the population but also seeks to dismantle organized crime groups.

A Call for Investigations and Accountability

In the wake of Fernando Villavicencio’s assassination, it is imperative that a thorough and impartial investigation is conducted to identify and bring to justice those responsible for this heinous crime. The murder of a presidential candidate is not only a tragedy but also an attack on democracy itself. The authorities must demonstrate their commitment to upholding the rule of law by ensuring that those responsible face the full force of justice.

A Long Road Ahead

Ecuador faces significant challenges in addressing the surge in violence and dismantling organized crime networks. However, with a comprehensive and rights-respecting approach that tackles both the root causes and the immediate threats, progress can be made. It is crucial for the government, civil society, and international partners to work together to ensure the safety and security of Ecuadorians and protect the integrity of their democratic institutions. Only through collective action can Ecuador overcome this violence crisis and build a more peaceful and prosperous future for all its citizens.
