Saudi Arabia: Mass Killings of Migrants at Yemen Border
Systematic Abuses of Ethiopians May Amount to Crimes Against Humanity

Recently, Human Rights Watch released a report detailing the horrifying mass killings of Ethiopian migrants and asylum seekers at the Yemen-Saudi border. The report paints a picture of widespread and systematic abuse, with Saudi border guards using explosive weapons and close-range shootings to target migrants, including women and children. The evidence presented strongly suggests that these killings may amount to crimes against humanity.
A Deliberate Escalation
While Human Rights Watch has documented killings of migrants at the Yemen-Saudi border since 2014, the recent report provides evidence of a deliberate escalation in both the number and manner of targeted killings. The report includes firsthand accounts from 42 individuals who have attempted to cross the border between March 2022 and June 2023. These accounts, alongside hundreds of videos, photos, and satellite imagery, reveal a pattern of large-scale violence and cross-border killings.
The migrants and asylum seekers attempting to make this dangerous journey often do so due to economic reasons or to escape serious human rights abuses in Ethiopia, including the recent armed conflict in the north. The migration route, known as the ‘Eastern route,’ spans from the horn of Africa, through the Gulf of Aden, Yemen, and into Saudi Arabia. They are aided by smugglers and traffickers and sometimes facilitated by Houthi forces who control northern Yemen. However, their pursuit of safety and stability is met with extreme violence and brutality.
A Pattern of Horror
The testimonies of survivors paint a grim picture of the atrocities committed at the Yemen-Saudi border. Migrants have described Saudi border guards firing continuously, killing everyone in sight, and then collecting the bodies of those who didn’t die. Survivors have reported being forced to remove their clothes and participate in acts of sexual violence. Others have witnessed friends and loved ones being executed for refusing to carry out such acts.
The use of explosive weapons by Saudi border guards is particularly distressing. Witness accounts describe mortar projectiles and other explosive weapons being fired at groups of migrants, resulting in the deaths of hundreds, including women and children. The satellite imagery further reveals burial sites and expanding border security infrastructure, serving as evidence of the scale of violence and the ongoing nature of these crimes.
Demands for Accountability and Action
Human Rights Watch has called for immediate action to address these heinous crimes. Saudi Arabia must revoke any policy that allows for the use of lethal force on migrants and asylum seekers, and those responsible for the killings must be held accountable. Concerned countries and the international community must exert pressure on Saudi Arabia to end this policy and ensure accountability for the atrocities committed at the border.
Additionally, the report calls for the establishment of a UN-backed investigation to assess the abuses against migrants and determine whether they constitute crimes against humanity. As concerned global citizens, we must demand accountability from Saudi Arabia and push for an end to these killings. It is the responsibility of governments and individuals to ensure that the lives and dignity of migrants and asylum seekers are protected. We must advocate for the provision of humanitarian assistance and safe passage to those attempting to cross the border.
Furthermore, concerned governments should impose sanctions on Saudi and Houthi officials who are credibly implicated in these ongoing violations and press for justice. The UN should step in and establish an independent investigation to shed light on the abuses and seek justice for the victims.
The mass killings at the Yemen-Saudi border are a stain on the global community’s conscience. We cannot turn a blind eye to these atrocities, nor can we allow Saudi Arabia to continue with its policies of violence and cruelty. It is time for nations around the world to come together and demand justice for the victims and an end to these crimes against humanity.
