Tragedy in the Evros Region: A Confluence of Climate Change and Migration Policy

Introduction

The devastating fires that swept through the Evros region in Northern Greece, claiming the lives of 19 individuals, have brought to the forefront the intersecting crises of climate change and migration policy. These tragic deaths are emblematic of the systemic injustices faced by migrants and refugees attempting to cross into Europe, exacerbated by the failure of governments to address the realities of climate change.

Amnesty International’s migration researcher, Adriana Tidona, rightly points out that catastrophic climate change is one of the great injustices of our times. Rising temperatures and longer, more destructive fire seasons are direct consequences of climate change, which governments around the world have been slow to address. As a result, wildfires have become an increasingly common occurrence, putting lives at risk and transforming the landscapes we once knew.

The Evros region, situated at the border between Greece and Turkey, bears the brunt of these climate-change-induced wildfires. The lack of adequate measures to prevent and combat fires has contributed to the loss of lives, with migrant and refugee populations disproportionately affected due to their precarious living conditions and limited access to safe routes.

Migrants and Refugees: Exclusion and Deadly Deterrence

The Evros region has become a hotspot for irregular border crossings as a result of the lack of safe and legal routes for migrants and refugees. With access to other entry points severely restricted, individuals increasingly turn to the land borders between Turkey and Greece. However, the response from authorities in the region has been marked by unlawful forced returns, denial of asylum rights, and incidents of violence.

The tragedy of the fires in Evros lays bare the failures of migration management policies that are built upon exclusion and deadly deterrence. Furthermore, the incident involving a private individual who abducted migrants and refugees and encouraged others to do the same is a disturbing manifestation of the dehumanization of vulnerable populations. The proliferation of such behavior, showcased through online platforms, highlights the urgent need for education, awareness, and robust legal measures to combat racism and xenophobia.

A Call for Action

Amnesty International’s call on the Greek authorities to urgently evacuate all stranded individuals in the Evros region and ensure their safety amidst the blazing fires is both urgent and necessary. Allowing vulnerable populations to remain in harm’s way is a gross violation of human rights and a failure of the government’s duty to protect and provide for those in need.

In addition, the Greek authorities must tackle the deeply ingrained issue of unlawful forced returns and denial of asylum rights. A comprehensive and compassionate approach to migration management should prioritize access to safe and legal routes, address the root causes of displacement, and ensure that individuals crossing borders irregularly are given the opportunity to seek asylum as afforded by international law.

It is imperative that the Greek authorities publicly condemn and promptly investigate any acts of racist violence, hate speech, or incitement perpetuated by politicians or individuals. Only through a resolute stand against such behavior can we hope to challenge and dismantle the foundations of structural racism that continue to plague our societies.
