Hong Kong Unleashes Courts against Children’s Sheep Fiction: A Disturbing Violation of Freedom of Expression

A Loss of Freedoms in Hong Kong

In the latest blow to freedom of expression in Hong Kong, the authorities have prosecuted a man for receiving a shipment of “seditious” books from the United Kingdom. Kurt Leung Kui-ming stands accused of intending to “incite violence” and promote “feelings of ill-will and enmity” in the city. This alarming development comes as part of the Hong Kong government’s ongoing campaign to censor written material and stifle dissent. Leung faces up to two years in prison for importing the books.

The Controversial Children’s Books

The books in question are a series of children’s books called Sheep Village, which tells the story of a flock of sheep peacefully resisting a tyrannical wolf pack through nonviolent means such as strikes, voting, and printing newspapers. The series was originally published by the General Union of Hong Kong Speech Therapists, a pro-democracy labor union that is now defunct. This is not the first time that the authorities have targeted the books and those associated with them. In September 2022, five members of the union were sentenced to 19 months in prison for publishing these books.

The prosecution of Kurt Leung and the censorship of these children’s books are just the tip of the iceberg when it comes to Hong Kong’s suppression of freedom of expression. Shockingly, even books on the 1989 Tiananmen Massacre have been removed, leaving only three English-language books on the topic available.
