Sierra Leone Urged to Ensure Truth, Justice, and Reparations for Victims of Unresolved 2022 Protests

Introduction

On the first anniversary of the burial of protesters and bystanders killed during the August 2022 protests in Sierra Leone, Amnesty International has called on the Sierra Leonean authorities to ensure truth, justice, and reparations for the victims and their families. The protests, sparked by mounting frustrations over the soaring cost of living, turned violent and resulted in the deaths of more than 20 protesters and bystanders, as well as six police officers. Despite the government’s establishment of a Special Investigation Committee, no investigations into the deaths have been conducted, and the authorities have failed to deliver justice and transparency to the victims’ families.

Lack of Investigation and Excessive Use of Force

The Special Investigation Committee’s findings, delivered in March of this year, fell short of recommending investigations into the excessive use of force employed by security forces during the protests. Eyewitness testimonies have described the use of excessive force by security forces in cracking down on the protests. It is crucial that the Sierra Leonean authorities conduct a full, impartial, and transparent investigation into the circumstances surrounding each and every death, including the allegations of excessive use of force by security forces.

The Importance of Truth and Justice

Truth and justice are fundamental pillars of any democratic society. Without a thorough investigation and accountability for the deaths that occurred during the protests, the authorities risk undermining the trust and legitimacy of their government. The families of the victims continue to suffer the pain of loss and the trauma of not knowing the truth about their loved ones’ deaths. It is the moral and legal obligation of the Sierra Leonean authorities to provide them with answers, closure, and justice.

Failure to Respect Cultural and Ritual Practices

The families of the victims were denied the opportunity to identify their loved ones or bid them farewell in accordance with their cultural and ritual practices. This denial further compounds the grief and trauma experienced by the families. It is essential that the authorities respect and honor the cultural and religious practices of the families and provide them with the opportunity to mourn and properly lay their loved ones to rest.

The Impact on the Victims’ Families

The pain and suffering of the victims’ families are evident in their testimonies. They have been stigmatized and have faced significant challenges in their daily lives since the loss of their loved ones. The emotional and physical toll is immeasurable, with some family members reporting deteriorating health and economic hardships. The lack of justice compounds their anguish and prevents them from finding closure and moving forward.

The Need for Accountability

After the protests, over 500 people were arrested and prosecuted for various offenses ranging from malicious damage to murder. However, testimonies collected by Amnesty International indicate that some detainees did not have access to legal representation until their trial. Furthermore, some were convicted solely based on the testimony of the arresting officer, without any additional corroborating evidence. This raises concerns about the fairness and integrity of the legal process. Those responsible for crimes committed during the protests must be held accountable, but this accountability should be achieved through a fair and transparent legal system that upholds the rights of the accused.

Protecting the Right to Peaceful Assembly

Amnesty International emphasizes the importance of protecting the right to peaceful assembly and ensuring that protest policing adheres to national and international human rights standards. The authorities should allow peaceful protests as a means for citizens to express their grievances and concerns without fear of violence or reprisals.

Conclusion: Upholding Human Rights in Sierra Leone

Sierra Leone must prioritize truth, justice, and reparations for the victims and their families to restore trust and confidence in the government. A thorough and impartial investigation into the deaths during the protests is imperative. Additionally, the authorities must respect cultural and religious practices by allowing families to properly mourn and lay their loved ones to rest. Implementing necessary reforms, such as training police officers in avoiding heavy-handedness and ensuring fair and transparent legal processes, will help protect citizens’ rights and prevent further violence in the future. Only through these actions can Sierra Leone move towards a more just and inclusive society.
