Millions of Children in Conflict Zones Denied Education Despite UN Resolution
Evaluating the Efficacy of the UN Resolution
Two years ago, the United Nations Security Council adopted a groundbreaking resolution aimed at safeguarding education during wartime. The resolution called on governments to prevent and address attacks on schools and other educational facilities. However, despite this landmark resolution, millions of children living in conflict zones continue to face the threat of attacks and are denied access to education.
The recent hostilities between Israel and Palestinian armed groups serve as a stark reminder that expressions of support must be translated into concrete action to protect students, teachers, and educational facilities. The Global Coalition to Protect Education from Attack (GCPEA) has alarming statistics that indicate a 17% increase in attacks on students, teachers, and schools in 2022, totaling over 3,000 incidents. These attacks have resulted in fatalities, long-term injuries, psychological trauma, and damage to school infrastructure, preventing countless students from pursuing their studies.
Responsibility of Non-State Armed Groups and State Armed Forces
The analysis conducted by GCPEA reveals that non-state armed groups are frequently responsible for these attacks. For instance, Human Rights Watch has documented attacks by armed separatists on schools in Cameroon’s North-West and South-West regions since March 2017. These armed groups have engaged in burning schools, attacking universities, kidnapping students and teachers, and even threatening and physically assaulting students. Similarly, in Burkina Faso, armed groups have coerced parents into keeping their children away from schools and committed acts of violence against teachers.
It is crucial to note that state armed forces have also inflicted damage on educational facilities in ongoing conflicts, as witnessed in the Gaza Strip and Ukraine. These instances highlight the urgent need for action by the UN Security Council to address these threats to education during times of war.
The Role of the UN Security Council and Governments
To effectively protect education in conflict areas, the UN Security Council must go beyond issuing statements and take concrete actions to promote compliance with the resolution. This includes imposing targeted sanctions on those who perpetrate attacks on students, teachers, and schools. Governments should also intensify efforts to enshrine protections for education in their national laws, investigate attacks, and prosecute those responsible.
Governments can demonstrate their commitment to safeguarding education by endorsing and implementing the Safe Schools Declaration, a pledge that has already been endorsed by 118 states. However, endorsement alone is insufficient. Governments must develop comprehensive action plans designed to prevent and halt attacks, as well as design policies and legislation that prioritize the protection of students, teachers, and schools.
Additionally, armed forces, armed groups, and UN and regional peacekeepers should prioritize comprehensive training programs focused on deterring the military use of schools. By doing so, they can actively contribute to the implementation of the UN Security Council resolution and the protection of education during times of war.
The Importance of Implementation
While the UN resolution is a positive step towards safeguarding education in conflict zones, its effectiveness ultimately lies in its implementation. It is crucial for the Security Council to monitor and evaluate governments’ progress in enacting protective measures, investigating attacks, and holding perpetrators accountable.
The UN Secretary-General’s reporting to the Council on children and armed conflict should include updates on governments’ efforts and their adherence to the resolution. By fostering accountability mechanisms, the Security Council can bolster international efforts to protect education in conflict zones.
Editorial: Prioritizing the Education and Safety of Children in Conflict Zones
The alarming increase in attacks on students, teachers, and schools highlights the urgent need for action to safeguard education during times of war. Education is a fundamental right of every child and plays a crucial role in their development, well-being, and future opportunities. Therefore, it is incumbent upon the international community, governments, armed groups, and organizations to prioritize the education and safety of children in conflict zones.
In addition to the immediate impact on individuals, attacks on educational facilities have long-term consequences for societies recovering from conflict. Without education, the chances of breaking cycles of poverty and instability are significantly diminished. By investing in education and protecting schools, we invest in the future stability and prosperity of conflict-affected regions.
Advice: Taking Action to Protect Education in Conflict Zones
While the burden of action falls on governments, armed groups, and international organizations, individuals can also contribute to protecting education in conflict zones. Here are some actions that individuals can take:
