Erika Guevara-Rosas, Americas director at Amnesty International, emphasized that it is their duty to facilitate and protect the right to peaceful protest, emphasizing that excessive use of force against demonstrators will not be tolerated.

Over the past few months, thousands of people have taken to the streets to protest, expressing their discontent with various issues. In a disturbing turn of events, the authorities responded with lethal force and excessive use of less-lethal force, disproportionately targeting and harshly punishing demonstrators, particularly those from indigenous and campesino communities. This indiscriminate crackdown on dissent has resulted in the loss of lives and numerous injuries.

A Disturbing Record and Lack of Accountability

Amnesty International published a report in May documenting 25 deaths during these protests, and it concluded that 20 of them likely constituted extrajudicial executions. These deaths were a tragic outcome of the authorities resorting to excessive and unlawful use of force. To date, no public official has been charged in relation to these crimes.

Marina Navarro, executive director of Amnesty International Peru, rightly emphasizes that everyone should feel free to make their voice heard without fear of persecution or violence. It is imperative for Peru‘s authorities to guarantee the rights to freedom of expression and peaceful assembly, refraining from spreading disinformation or stigmatizing those who exercise these rights. The lives lost and injuries sustained during the protests should serve as a wake-up call for the authorities to take immediate action to prevent further casualties.

Proportional and Necessary Use of Force

Amnesty International reiterates to the Peruvian authorities that the use of public force must be proportional and necessary. This applies not only to lethal force but also to less-lethal measures such as tear gas. Tear gas should only be used in completely exceptional cases, when strictly necessary, and in a legal and proportionate manner to pursue a legitimate aim.

The organization has raised concerns about the excessive, unnecessary, and illegitimate use of tear gas during recent demonstrations in Peru. It is crucial for the authorities to ensure that bullets and lead pellets are never used against protesters. The well-being and safety of citizens should be prioritized, with law enforcement agents adhering to international human rights standards in their response to protests.

Editorial – Upholding Democratic Values and Protecting Human Rights

The recent events in Peru highlight a troubling disregard for democratic principles and the protection of human rights by the authorities. In a healthy democracy, citizens have the right to express their grievances peacefully and to engage in open dialogue with their leaders. However, the excessive use of force and the lack of accountability in Peru‘s response to the protests undermine these fundamental democratic values.

The use of lethal force against protesters cannot be justified under any circumstances. It is the responsibility of the state to protect its citizens and ensure their safety during demonstrations, not to suppress their voices through violence. The loss of lives and injuries suffered during the recent protests are deeply troubling and should prompt serious introspection within the Peruvian government.

Promoting Dialogue and Accountability

To rebuild trust and move forward, it is crucial for the Peruvian authorities to engage in dialogue with social organizations and civil society groups. Open channels of communication can help address the root causes of the discontent and find peaceful resolutions that benefit all parties involved. It is essential to create an environment where citizens feel that their concerns are heard and respected.

Moreover, there must be a full and impartial investigation into the deaths and injuries that occurred during the protests. Accountability for any wrongdoing is paramount to restoring faith in the government and its commitment to upholding human rights. Failing to hold responsible individuals accountable only perpetuates a culture of impunity.

International Community and Diplomatic Pressure

The international community also has a role to play in addressing the human rights situation in Peru. Other nations, particularly those with friendly relations with the country, should exert diplomatic pressure on the Peruvian government to ensure respect for human rights and the protection of peaceful protesters.

Multilateral organizations and human rights bodies should closely monitor the situation and provide support to civil society organizations advocating for democratic reforms and human rights protections. Collaborative efforts between international entities and local stakeholders can contribute to a safer and more inclusive environment for civic participation in Peru.

Conclusion

The ongoing demonstrations in Peru and the authorities’ response highlight serious flaws regarding the protection of democratic values and human rights. It is crucial for the government to ensure that its citizens can peacefully express their grievances without fear of violence or persecution. The excessive use of force and disregard for human life during protests is unacceptable and requires immediate attention.

To address these issues, the Peruvian authorities must uphold the right to peaceful protest, engage in dialogue with social organizations, and hold individuals accountable for any abuses committed during the demonstrations. Only through these steps can Peru move towards a more inclusive and respectful society that values open expression and human rights.

Democracy–wordpress,Peru,democracy,humanrights,PresidentBoluarte,securityforces

<img src='https://rights2all.org/wp-content/uploads/2023/07/Democracy-WzfqobnrSVc-919751.jpg' title='Peru: Protecting Democracy and Human Rights - President Boluarte's Call for Security Forces' alt='Peru: Protecting Democracy and Human Rights - President Boluarte's Call for Security Forces' />
<< photo by Gayatri Malhotra >>
The image is for illustrative purposes only and does not depict the actual situation.

You might want to read !

<a href="https://rights2all.org/index.php/2023/07/18/the-icc-affirms-inquiry-into-philippines-human-rights-violations/" title="The ICC Affirms Inquiry into Philippines’
