The report, titled &#8220;Join Us or Die&#8221;: <strong>Rwanda<\/strong>&#8216;s Extraterritorial Repression, documents a range of repressive measures, including violence, surveillance, judicial mechanisms, and harassment, that form a global ecosystem of repression aimed at muzzling dissenting voices and intimidating potential critics.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"a_global_ecosystem_of_repression\"><\/span>A Global Ecosystem of Repression<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The report explores the various tactics used by the <em>Rwanda<\/em>n authorities to stifle criticism from <u>Rwanda<\/u>ns living abroad. These tactics include physical violence, such as killings and enforced disappearances, surveillance, misuse of law enforcement, and abuse against relatives in <strong>Rwanda<\/strong>. By employing these tactics, the <em>Rwanda<\/em>n government seeks to isolate potential critics, instill fear in those living abroad, and maintain its desired image.<\/p>\n<p>The testimonies of over 150 individuals living across the globe reveal the relentless nature of the attacks on those who oppose the government or refuse to support it. Individuals face multiple forms of repression simultaneously, and if one tactic fails, others are employed until the target is worn down.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"challenging_the_government%e2%80%99s_image\"><\/span>Challenging the Government&#8217;s Image<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>Refugees and asylum seekers who refuse to return to <u>Rwanda<\/u> and criticize the government from abroad inherently challenge the image that the authorities seek to project. The government has worked to attract investments, promote tourism, and host international events to present itself as a stable country that people do not need to flee. However, these gains in image have not been matched with progress on civil and political rights.<\/p>\n<p>The <strong>Rwanda<\/strong>n government has criminalized creating a &#8220;hostile international opinion&#8221; of the government, using this to prosecute and intimidate national critics and journalists. As <em>Rwanda<\/em> gains prominence on the international stage, the United Nations and other regional and international partners have failed to recognize the severity of human rights violations in the country.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"a_global_network_of_repression\"><\/span>A Global Network of Repression<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Human Rights Watch found evidence of <u>Rwanda<\/u>n embassy officials, members of the <strong>Rwanda<\/strong>n Community Abroad, and others affiliated with them monitoring and pressuring <em>Rwanda<\/em>ns living abroad to join the government&#8217;s umbrella of diaspora associations, return to <u>Rwanda<\/u>, or stop criticizing the government. Online attacks and forced denouncements by family members are common tactics used to control dissidents, even beyond high-profile cases of assassinations and disappearances.<\/p>\n<p>Holding <strong>Rwanda<\/strong> Accountable<\/p>\n<p>The accounts of <em>Rwanda<\/em>ns living abroad expose the extent to which the government is willing to go to attack its opponents. It is essential that governments, regional institutions, and the international community hold <u>Rwanda<\/u> accountable for its human rights violations, both within the country and beyond its borders.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"editorial_confronting_repression_and_upholding_human_rights\"><\/span>Editorial: Confronting Repression and Upholding Human Rights<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The report by Human Rights Watch highlights the urgent need for governments and international institutions to address the widespread repression and human rights violations perpetrated by the <strong>Rwanda<\/strong>n government. <em>Rwanda<\/em>&#8216;s global playbook of abuse, as documented in the report, shows a blatant disregard for the fundamental principles of freedom of expression, association, and movement.<\/p>\n<p><u>Rwanda<\/u>n authorities employ a range of tactics, including violence, intimidation, surveillance, and judicial mechanisms, to suppress dissent and silence critics. These actions not only violate the rights of <strong>Rwanda<\/strong>ns living abroad but also restrict the growth of a vibrant civil society and impede the development of a truly inclusive and democratic society within <em>Rwanda<\/em> itself.<\/p>\n<p>It is essential that the international community recognizes the severity of the situation and takes concrete steps to hold <u>Rwanda<\/u> accountable for its human rights violations. Governments that consider themselves <strong>Rwanda<\/strong>&#8216;s partners must open their eyes and see the consequences of decades of impunity for the ruling <em>Rwanda<\/em>n Patriotic Front.<\/p>\n<p>The United Nations, regional organizations, and human rights advocates must play a decisive role in pressuring the <u>Rwanda<\/u>n government to cease its repression and respect the rights of its citizens. Economic and diplomatic ties should be reassessed to ensure that partnerships are not supporting or condoning human rights abuses.<\/p>\n<p><strong>Rwanda<\/strong>&#8216;s image as a stable and progressing nation must be examined critically, alongside its record on civil and political rights. The international community cannot turn a blind eye to the abuses taking place and must prioritize the defense of human rights, even when it comes to countries that have made economic and developmental strides.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"advice_protecting_vulnerable_communities\"><\/span>Advice: Protecting Vulnerable Communities<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>For <em>Rwanda<\/em>ns living abroad who are subjected to repression and harassment, it is important to take precautions to protect themselves and their families. Self-censorship and refraining from political activism may help reduce the risk of becoming a target. It is also essential to stay informed about developments in <u>Rwanda<\/u> and maintain connections with human rights organizations and support networks.<\/p>\n<p>International institutions, civil society organizations, and human rights defenders must provide assistance to those affected by <strong>Rwanda<\/strong>n repression, ensuring they have access to legal support, advocacy, and safe spaces for sharing their stories. Collaboration and solidarity among affected individuals and communities can help amplify their voices and increase the chances of holding the <em>Rwanda<\/em>n government accountable for its actions.<\/p>\n<p>Furthermore, the international community should put pressure on <u>Rwanda<\/u> to respect fundamental human rights. This includes raising awareness about the situation, engaging in diplomatic efforts to address the repression, and considering targeted sanctions against individuals involved in human rights abuses. By joining forces, the international community can send a clear message that human rights violations will not be tolerated.<\/p>\n<p><strong>Rwanda<\/strong>&#8216;s descent into a global playbook of abuse must serve as a wake-up call for the international community.
