Troubling Development for Free Speech in Chad: Authorities Suspend News Site

The Suspension of Alwihda Info

In a concerning development for free speech and media freedom in Chad, the popular news website Alwihda Info has been suspended by Chad‘s High Media and Audiovisual Authority regulator (HAMA). The suspension, lasting eight days, came after the website published articles on internal reshuffling in the army and a speech by transitional president Mahamat Déby regarding conflict on the country’s northern border.

HAMA accused Alwihda Info of publishing “insulting remarks” about the president and of “undermining the cohesion and discipline within the army.” Notably, the suspension takes place as Chad prepares for a constitutional referendum later this year, adding to concerns about the stifling of debate and freedom of expression in the country.

Chad‘s Political Context

Chad‘s political landscape has been fraught with challenges since the death of President Idriss Déby Itno in April 2021. Instead of following the constitutional provision of holding elections within three months, a transitional military council led by Déby’s son, Mahamat Déby, assumed power and has remained in control without holding elections.

The proposed new draft constitution, scheduled for a referendum in December, includes significant changes, such as altering the minimum age for presidential candidates and redefining the nature of the state. These issues are of utmost importance to the Chadian people, and the ability of media outlets like Alwihda Info to objectively inform citizens about these debates is now called into question.

Stifling Debate and the State of Press Freedom

The suspension of Alwihda Info is not an isolated incident but rather part of a larger pattern of stifling debate and limiting press freedom in Chad. This tactic has been particularly noticeable in the lead-up to important elections, as demonstrated by internet and social media cuts preceding the April 2021 election.

The freedom of the press is a fundamental pillar of any democratic system. A robust and independent media is crucial for providing citizens with accurate and diverse information to make informed decisions, participate in democratic processes, and hold those in power accountable. When media outlets are suspended merely for publishing articles that challenge or criticize the government, it undermines the principles of freedom of expression and the public’s right to access information.

Recommendations and Conclusion

To ensure the preservation of free speech and press freedom in Chad, it is imperative that the authorities reverse the suspension of Alwihda Info immediately. This action will demonstrate an authentic commitment to democratic principles and respect for the rights of citizens to access information.

In addition, it is crucial that the Chadian government takes steps to create an enabling environment for media freedom, including developing strong legal protections for journalists and providing adequate safeguards against censorship and government interference. Furthermore, authorities must refrain from using heavy-handed tactics to silence critical voices and instead work towards promoting open and inclusive dialogue.

International organizations and the international community at large have a role to play in advocating for and supporting press freedom in Chad. Through diplomatic pressure, engagement, and the provision of technical assistance, governments and organizations can ensure that the Chadian government upholds its obligations to respect and protect the rights of its citizens, including the right to freedom of expression.

In a rapidly changing world, where the media landscape continues to evolve, it is crucial that countries like Chad embrace a free and independent press. This will not only foster a more informed and engaged citizenry but also contribute to the overall development and stability of the nation. The suspension of Alwihda Info should serve as a wake-up call for Chad to prioritize and safeguard press freedom and free speech as critical cornerstones of a vibrant and democratic society.
