Intercommunal Violence in Western Congo Kills Scores

Overview

A recent attack by the Mobondo militia in western Democratic Republic of Congo has resulted in the deaths of at least 20 people. This incident is emblematic of the escalating cycle of intercommunal violence in the region, which has forced thousands to flee and has created a deepening humanitarian crisis. The conflict initially arose in June 2022 due to land and customary disputes between “native” and “non-native” communities, and has since evolved into widespread violence. While Congolese security forces have attempted to address the violence, their efforts have been largely ineffective. The current attack underscores the urgent need for a resolution to the crisis.

The Root Causes

The underlying causes of this intercommunal violence in Western Congo are deeply rooted in land and customary disputes. The conflict began when “native” Teke chiefs decided to increase customary royalties, which were rejected by many Yaka farmers. This rejection escalated tensions, and groups identifying themselves as “Mobondo” began targeting Teke villagers with a variety of weapons. The Mobondo militia, comprised mainly of “non-native” Yaka, Suku, Mbala, Ndinga, and Songo communities, has used machetes, spears, hunting rifles, and even military assault rifles in their attacks.

While the conflict started as a dispute over customary taxes, it has since morphed into a larger cycle of violence and retaliation. The lack of accountability for alleged perpetrators and instigators of crimes, as well as the absence of meaningful solutions to address land tenure and customs, exacerbate the mistrust among communities and fuel further violence.

The insecurity resulting from the violence has hindered access to education, preventing many students from attending their end-of-year school exams. Additionally, the violence has put voter registration for the next general elections in December on hold.

In late April, a commission of inquiry was established to investigate abuses committed by security forces during previous operations. However, the transfer of surrendered assailants to military training centers without proper vetting raises concerns about the potential involvement of former perpetrators in serious abuses. Additionally, the government has called on individuals described as the “intellectual authors” of the intercommunal violence to mediate between the conflicting communities and contribute to the demobilization of Mobondo members. Mediation efforts and demobilization initiatives should be carried out with transparency and include representatives from all affected communities.

In addition, it is essential to address the underlying causes of the conflict, particularly land and customary disputes. A comprehensive and inclusive dialogue between “native” and “non-native” communities, facilitated by impartial mediators, could help find lasting solutions and prevent future cycles of violence. Moreover, international organizations and humanitarian actors should provide support for displaced populations, ensuring that their basic needs are met and that they have access to essential services such as education and healthcare.

Ultimately, resolving the intercommunal violence in Western Congo requires a multifaceted approach that combines accountable governance, conflict resolution, and humanitarian assistance. Without urgent and concerted action, the situation will continue to deteriorate, perpetuating the cycle of violence and causing further suffering to the affected communities.
