Jordan Should Take Social Protection All the Way

Targeting a Limited Number Fails to Capture Economic Complexity of People’s Lives

As governments around the world increasingly recognize the necessity of robust social protection programs, Jordan has also been taking steps in this direction. In 2019, the Jordanian authorities introduced the Unified Cash Transfer Program to provide support to the working poor, many of whom work in the informal economy. However, despite its intentions, the program’s limited scope and targeting algorithm means that many families living below the poverty line are excluded from receiving the much-needed benefits.

The Importance of a Universally Inclusive Social Protection System

It is essential to understand that poverty cannot be accurately assessed based on a single measure such as the poverty line. People’s economic situations are complex and multi-dimensional, and relying solely on indicators used by targeted programs fails to capture this complexity. This approach not only fuels social tension and a sense of unfairness, but it also undermines the effectiveness and legitimacy of social protection programs.

In order to address these shortcomings, it is vital for Jordanian authorities and the World Bank to move toward a universal social protection system that encompasses the rights of all individuals to social security throughout their lives. Such a system would ensure that nobody is left deprived of their rights and basic necessities, irrespective of their economic circumstances.

The Dangers of Overreliance on Targeting Algorithms

The Unified Cash Transfer Program in Jordan relies on a database that collects data points from over 30 government agencies to select beneficiaries. While the use of technology and advanced data analysis is commendable, it is not without risks. The process of collecting and analyzing personal and sensitive data poses significant threats to individual privacy. It is important to strike a balance between targeting efficiency and safeguarding privacy rights.

Moving Beyond Targeting: Strengthening the Social Contract and Economic Resilience

Jordan‘s attention to social protection programs puts it ahead of many countries in the region. However, its heavy emphasis on targeting is a missed opportunity to establish a strong social contract and build economic resilience. A universal social protection system would not only ensure social security for all individuals but also contribute to economic stability and reduce social inequalities.

The Jordanian government, along with the support of the World Bank, needs to take a bold move towards a comprehensive and inclusive social protection system. This would involve expanding the scope of the current program to encompass all individuals and families in need, ensuring that nobody falls through the cracks and that everyone has access to a decent standard of living.

Conclusion: A Call for Action

Social protection is not just an economic imperative; it is a fundamental human right. Jordan‘s efforts in implementing the Unified Cash Transfer Program demonstrate its commitment to social welfare. However, it is crucial to recognize the limitations of targeting algorithms and the exclusionary nature of such programs. By embracing a universal social protection system, Jordan has the opportunity to become a regional leader in both social justice and economic resilience.

It is time for the Jordanian government, in partnership with the World Bank, to take decisive action and ensure that social protection reaches all individuals and families in need. By doing so, they will not only alleviate the suffering of those living in poverty but also strengthen the social fabric of the country and promote a more equitable and prosperous society.
