Nicaragua: Rights Abuses Need Stronger International Efforts

Prominent Voices Call for Concerted Approach

Introduction

In a joint letter signed by 160 Nicaraguan victims and 29 national, regional, and international human rights organizations, it has been urged that the upcoming European Union – Community of Latin American and Caribbean States (EU-CELAC) summit prioritize the human rights situation in Nicaragua. The signatories, which include Nicaraguans in exile, former political detainees, and renowned writers and journalists, call for the establishment of a Group of Friends of the Nicaraguan People to facilitate cross-regional, high-level efforts in restoring democracy in the country.

Background and Human Rights Crisis

Since the brutal crackdown on protesters in April 2018, President Daniel Ortega has targeted individuals perceived as government critics, leading to arbitrary detention, prosecution, expulsion, and deprivation of rights for many. A report by the United Nations Group of Human Rights Experts on Nicaragua released in March 2023 found reasonable grounds to conclude that the government has committed crimes against humanity, including murder, torture, sexual violence, and forced deportation. The authorities have also significantly restricted civic space by canceling the legal status of over 3,500 non-governmental organizations and expelling international monitors from the country.

The Urgent Need for International Coordination

While several governments in Latin America, as well as the European External Action Service (EEAS), have condemned the human rights abuses in Nicaragua, the international response lacks the necessary coordination and sustained effort to effectively address the crisis. The signatories emphasize the need for a united approach from Latin American and European governments, calling for the establishment of a Group of Friends for the Nicaraguan People.

Creating a Strategy for Change

The proposed Group of Friends should conduct high-level meetings in consultation with Nicaraguan civil society groups and other relevant stakeholders to design a strategy that exerts concerted pressure on the Nicaraguan government. This strategy should aim to curb abuses, provide pathways to accountability, and push for free and fair elections. The involvement of Latin American governments is particularly crucial in leading this effort and contributing to a transition towards democracy in Nicaragua.

The Importance of a Concerted Approach

The escalating human rights crisis in Nicaragua requires a strong and meaningful response from democratic governments in Latin America and Europe. By establishing a Group of Friends of the Nicaraguan People, these governments can effectively coordinate the international response and push for a democratic transition in the country. Such a concerted approach will not only help to address the immediate human rights abuses but also pave the way for long-term stability and democratic governance.

Conclusion

The people of Nicaragua have been suffering under a repressive regime that violates their fundamental rights and stifles their voices. As the EU-CELAC summit approaches, it is imperative that governments prioritize the human rights situation in Nicaragua and take collective action. By establishing a Group of Friends for the Nicaraguan People, democratic governments can work together to restore democracy, hold perpetrators accountable, and support the Nicaraguan people in their pursuit of justice and freedom.
