Israeli Army’s Evacuation Order in Gaza Raises Concerns of Forced Displacement

Background

Amnesty International has criticized the Israeli army’s order for residents in northern Gaza and Gaza city to evacuate to the south of the Gaza Strip, calling it a violation of international humanitarian law. The initial announcement gave people only 24 hours to leave, a demand that the Israeli army spokesperson himself has admitted cannot be implemented in such a short timeframe. The order has created panic among the population and left thousands of internally displaced Palestinians without shelter.

Forced Displacement and Violation of International Humanitarian Law

Amnesty International’s Secretary General, Agnès Callamard, has argued that the order by the Israeli forces amounts to mass forced displacement of over 1.1 million people, which is in violation of international humanitarian law. Under international law, the Israeli forces have an obligation to take all feasible precautions to minimize harm to civilians, regardless of their location in Gaza. The order has left thousands of Palestinians sleeping on the streets, with no clear direction of where to flee or find safety.

Humanitarian Crisis and Devastating Impact

Since the beginning of the conflict, more than 1,500 people have been killed and over 6,600 injured in Israeli attacks, with the number of fatalities expected to be even higher. Additionally, over 532,000 Palestinians have been internally displaced, some of them multiple times. The situation is exacerbated by the extensive damage to roads, scarcity of fuel, and lack of public transportation due to the existing blockade. The inability of rescue teams to access affected areas further adds to the devastation, as bodies of victims remain trapped under rubble.

Calls for International Intervention

Amnesty International is urging Israel‘s allies and donor states to urgently call for the respect of international humanitarian law and for the protection of civilians in Gaza. The organization emphasizes that civilians should not be used as political pawns, and their lives should not be devalued. The international community is also urged to refrain from legitimizing Israel‘s long-standing blockade of Gaza and to halt the transfer of arms that could be used in unlawful attacks.

Displaced Families and Vulnerable Groups

Many families in Gaza have already been displaced, with some attempting to seek safer areas only to find themselves at risk of further attacks. Among the displaced are individuals with disabilities and chronic illnesses, who face additional challenges in finding shelter and protection. Women and girls with disabilities have had to walk for hours under constant fear of bombardment to seek refuge at UNRWA-run schools in northern Gaza. The protection of these vulnerable groups should be a priority.

The Trauma of Forced Displacement

The majority of Gaza‘s population is made up of descendants of refugees who were forcibly displaced during the 1947-49 conflict, known as the Nakba. The memories of this displacement are etched in the collective trauma of Gazans. Many are choosing to stay in northern Gaza out of fear that it may become a “second Nakba.” The international community must not remain silent as more Palestinians are driven from their homes, underscoring the urgent need to halt Israel‘s forced displacement of Gaza‘s civilians.

International Humanitarian Law and Ongoing Investigation

Amnesty International calls on both Israel and Palestinian armed groups to uphold their obligations under international humanitarian law to protect civilians. This includes the immediate release of civilian hostages by Palestinian armed groups and refraining from indiscriminate rocket attacks into Israel. Israel must adhere to the principles of international law, such as proportionality, distinction, and refraining from collective punishment, retaliation, and displacement. Amnesty International will continue to investigate whether both sides are complying with these rules and taking necessary precautions to minimize harm to civilians and civilian objects.
