Today marks the 20th anniversary of the United Nations Public Service Day, an occasion that recognizes the invaluable role of the public sector and public services in global development. However, as we reflect on two decades of this commemoration, it becomes clear that public services face significant challenges worldwide. These challenges have become even more pronounced amid the overlapping crises that threaten human rights globally and place immense financial strain on public services.

The Importance of Public Services for Human Rights

Public services are essential to the realization of human rights. These services, provided by government institutions and policies, ensure that vital goods and services such as healthcare, education, housing, energy, food, water, and sanitation are accessible, acceptable, and of good quality. Countries have a legal obligation under international human rights law to ensure the availability of these goods and services to all their citizens.

However, recent research by Human Rights Watch has shed light on how public services can often fall short. In the United States, for example, the absence of a universally accessible public healthcare system and universal health insurance has left many patients at the mercy of the private healthcare market, where exorbitant prices hinder access to essential medical services and medicines. Similarly, decades of inadequate federal funding for public housing in the United States have resulted in deteriorating living conditions and exacerbated the housing crisis.

In Lebanon, mismanagement of the state-run electricity company has led to an electricity crisis, forcing people to rely on expensive private generators. This situation has not only worsened inequality but also undermined basic rights.

The Current Challenges and Austerity Measures

As we observe this UN Public Service Day, it is crucial to acknowledge the multiple crises we face, which not only threaten human rights but also place a heavy burden on public services. Currently, more than three-quarters of the world’s population is experiencing some form of economic austerity, primarily in the form of cuts to public services.

These austerity measures, driven by financial constraints, have significant consequences for the provision of public services. Reductions in budgets lead to understaffing, inadequate resources, and a decline in service quality. As a result, vulnerable and marginalized communities bear the brunt of these cuts, further perpetuating inequality and hindering progress in human rights.

A Call for Universal Quality Public Services

Despite the challenges, there is growing recognition that addressing these crises without compromising human rights necessitates universal quality public services. Various movements, academics, and advocates have endorsed initiatives like the Santiago Declaration for Public Services and the UN Research Institute for Social Development’s call for a New Eco-Social Contract. These initiatives highlight the importance of prioritizing high-quality public services as an essential component of a just and sustainable society.

On this UN Public Service Day, it is imperative for national governments, international financial institutions, and other international organizations to reject harmful cuts in social spending. Instead, they should commit to fulfilling their obligations of providing universal quality public services for all.

The Path Forward

Investing in public services is not only a matter of fulfilling legal obligations but also a prudent strategy for economic and social development. Quality public services contribute to poverty reduction, promote well-being, and strengthen social cohesion. They also play a crucial role in addressing the root causes of many pressing global challenges, such as climate change, inequality, and public health crises.

As we reflect on the 20th anniversary of the UN Public Service Day, let us seize this opportunity to reimagine the role of public services in our societies. Governments must prioritize adequate funding, transparent governance, and accountable management to ensure that public services can effectively meet the needs of all citizens.

Furthermore, international cooperation and solidarity are essential in supporting countries that face constrained resources. The global community must come together to provide technical assistance, favorable financing, and capacity building to strengthen public service delivery worldwide.

This UN Public Service Day, let us remember that investing in universal quality public services is not only a moral imperative but also a pathway to a more just and equitable future for all.
