The Importance of Ratifying and Implementing the Escazú Agreement

August 8 and 9, 2023, mark a critical moment for Latin American countries as they gather at the Amazon Summit in Brazil. While the preservation of the Amazon rainforest and other vital ecosystems is at stake, Human Rights Watch is calling for a strong commitment to ratify and implement the Escazú Agreement. This regional agreement is designed to protect environmental defenders, ensure access to information, and promote public participation in decision-making regarding environmental issues.

Protecting the Amazon Rainforest

The Amazon rainforest and those who defend it face serious threats. The ratification and implementation of the Escazú Agreement would demonstrate governments’ dedication to preserving this crucial ecosystem and combating climate change. Several countries have already taken steps to ratify the agreement, including Ecuador, Bolivia, Guyana, and Colombia.

Brazil, which encompasses about 60 percent of the Amazon basin, has been at the forefront of the destruction. In 2022 alone, Brazil accounted for over 40 percent of global deforestation. If this rampant deforestation continues, large portions of the rainforest may dry out, releasing massive amounts of carbon into the atmosphere and exacerbating climate change on a global scale. Additionally, the destruction of the rainforest has led to encroachment on protected land, violence against forest communities, and violations of human rights.

Safeguarding Environmental Defenders

The Escazú Agreement is particularly notable for its focus on protecting environmental defenders. In a region where violence against them is prevalent, this agreement could provide significant support. In Colombia, for example, over 230 indigenous, Afro-descendant, and peasant leaders have been killed since 2020. In Brazil, conflicts over land and resources have resulted in the deaths of 100 individuals since 2020, with 78 of them occurring in the Amazon region.

Ratifying the Escazú Agreement would not only ensure the safety of environmental defenders but also establish mechanisms for investigating and prosecuting those responsible for violence and intimidation. By upholding the rights outlined in the agreement, Latin American governments can begin to reverse the cycle of violence and environmental destruction in the Amazon.
